The USA lacks a single, comprehensive federal data processing act, instead operating under a patchwork of sector-specific federal laws (e.g., HIPAA for health, GLBA for finance) and comprehensive state-level privacy laws. The proposed American Data Privacy and Protection Act (ADPPA) seeks to establish national standards for data minimization, consent, and user rights.
